Well, I helped beta the multi with the team and I am admittedly a bit biased. But I think it's a great multi =).
In regards to Johnny Law's CA. It was a move from what is traditionally thought of as good Clan Arena design. The thing about this arena is that it has a large learning curve and is really solid for a larger clan arena session. I commend JL for going outside the box and developing a unique clan arena that is still a lot of fun to play. Since the linear structure of the map is balanced with teleports it's going to take players a while to adapt to its gameplay. This is usually why RA veterans find some frustration when first playing this map, especially with fewer than 8 people. It's also the only RA map I know of that takes advantage of zoom, which most RA players aren't used to using (let alone having bound to a key anywhere). Rest assured all the pit-falls of bad Clan Arenas in RA maps have been addressed here and it will take players some time to learn the idiosyncrosies of this map. RA3map1/Edge cloning is not good for the community and it's important mappers such as these try to develope new boundries and classics when it comes to developing maps. This CA may never truely please any of the hardcore RA players, but I have a hunch that after a few hours 8 v 8 they will be won over. This multi-arena was a serious brainstorm project with a ton of revamping and tweaking. What I'm trying to say is nothing about any of these maps was haphazard. Just take a gander at the number of threds in the M3A section at www.planetquake.com/mahq forums.

I really liked the smaller arenas, very nice and very playable. The CA i thought would be better suited to DM than RA3.
